How do I even approach building a tailored digital solution for my company's weird internal processes?

I’ve been tasked with digitizing some internal workflows in our company, but nothing we do fits the mold of off-the-shelf software. Most tools feel like they’re forcing us to change how we work. I’m not even sure where to begin if we wanted something custom—who builds that kind of thing, and how do you know it’ll actually work?
